The red category, which includes 11 nations, would face the harshest measures, with a complete ban on their citizens entering the United States. Afghanistan, Iran, Syria, and Venezuela are on that list, which has yet to be finalized.
The orange tier, which includes Belarus, Russia, and Pakistan, would see significant visa restrictions, with affluent business travelers potentially being exempted.
The yellow group, including nations like Cambodia and Zimbabwe, would face partial visa suspensions unless their governments address specific deficiencies within 60 days.
The proposed measures stem from an executive order Trump signed in January, mandating stricter security vetting for foreign nationals to identify potential national security threats.
Critics have drawn parallels between this plan and Trump’s travel ban targeting several Muslim-majority countries during his first term, which faced widespread backlash and legal challenges before being upheld by the Supreme Court.
