Jalali said at a conference in Moscow on Tuesday that it was the American officials who created terrorism and terrorist groups in the West Asia region.
In his remarks, the ambassador pointed to the US crimes in Yemen, Libya, Syria, Afghanistan, and Iraq under the pretext of fighting terrorism, saying that Washington is the root cause of instability and rising aggression and terrorism in the region because of its interference in other countries.
Jalali said the White House and the Zionist regime of Israel are the main perpetrators of state terrorism as the US assassinated Iran's General Qassem Soleimani in Iraq four years ago while the Israeli regime continues to commit crimes in Gaza.
The United States occupied Afghanistan for about two decades under the pretext of fighting terrorism without succeeding to root out terrorist groups, the ambassador said.
At the Moscow conference, the participants exchanged views about ways to counter terrorism and expand cooperation between Iran, Russia, and Arab states to solve regional questions.
The conference gave special attention to the role played by General Qassem Soleimani in the fight against terrorism in the region.
